Parte I
Articulo 1
1. Artículo 2
1. Cada parte estatal tomará medidas legislativas, administrativas, judiciales u otras efectivas para evitar actos de tortura en cualquier territorio bajo su jurisdicción.

Artículo 3
1. Ninguna parte estatal expulsará, devolverá (“refouler”) o extraditará a una persona a otro estado donde hay motivos sustanciales para creer que estaría en peligro de ser sometido a tortura.
2. Artículo 4
1. Cada parte estatal se asegurará de que todos los actos de tortura sean delitos bajo su derecho penal. Artículo 5

2. Artículo 6
1. Artículo 7
1. La parte estatal en el territorio bajo cuya jurisdicción una persona que supuestamente ha cometido cualquier delito mencionado en el Artículo 4 se encuentra en los casos contemplados en el Artículo 5, si no lo extradita, presentará el caso a sus autoridades competentes para el propósito. de enjuiciamiento.

Artículo 8
1. Los delitos mencionados en el artículo 4 se considerarán como delitos extraditables en cualquier tratado de extradición existente entre los estados. Los Estados Partes se comprometen a incluir delitos como delitos extraditables en cada tratado de extradición que se concluirán entre ellos.
2. Si una parte estatal que hace que la extradición sea condicionada a la existencia de un tratado recibe una solicitud de extradición de otra parte estatal con la que no tiene tratado de extradición, puede considerar esta convención como la base legal para la extradición con respecto a tales delitos. La extradición estará sujeta a las otras condiciones proporcionadas por la ley del estado solicitado.

Artículo 9
1. Los Estados Partes se permitirán entre sí la mayor medida de asistencia en relación con los procedimientos penales presentados con respecto a cualquiera de los delitos mencionados en el Artículo 4, incluida la oferta de todas las pruebas a su disposición necesaria para los procedimientos.

Artículo 10
1. Artículo 11

Artículo 12
Cada parte estatal se asegurará de que sus autoridades competentes procedan a una investigación rápida e imparcial, donde sea que haya un terreno razonable para creer que se ha cometido un acto de tortura en cualquier territorio bajo su jurisdicción.
Artículo 13
Cada parte estatal se asegurará de que cualquier persona que alege que haya sido sometida a tortura en cualquier territorio bajo su jurisdicción tiene derecho a quejarse y de tener su caso de manera rápida e imparcial por sus autoridades competentes. Artículo 14
1. Artículo 15

Artículo 16
1. Cada parte estatal se comprometerá a prevenir en cualquier territorio bajo su jurisdicción, otros actos de tratamiento o castigo crueles, inhumanos o degradantes que no equivalen a la tortura como se define en el Artículo I, cuando tales actos se cometen por o con la instigación o con el consentimiento o consentimiento de un funcionario público u otra persona que actúa de manera oficial. PARTE II
Artículo 17
1. Se establecerá un comité contra la tortura (en adelante denominado el comité) que llevará a cabo las funciones que se proporcionan en adelante. El comité estará compuesto por diez expertos de alta posición moral y competencia reconocida en el campo de los derechos humanos, que servirán a su capacidad personal. Los expertos serán elegidos por los partidos de los estados, considerando la consideración a la distribución geográfica equitativa y a la utilidad de la participación de algunas personas que tienen experiencia legal.
2. Los miembros del comité serán elegidos por votación secreta de una lista de personas nominadas por los estados. Cada Estado Partido puede nominar a una persona entre sus propios nacionales. Los partidos de los estados tendrán en cuenta la utilidad de nominar a personas que también son miembros del Comité de Derechos Humanos establecidos bajo el Pacto Internacional de Derechos Civiles y Políticos y que estén dispuestos a servir en el Comité contra la Tortura.
3. Las elecciones de los miembros del comité se celebrarán en las reuniones bienales de los Estados Partidos convocados por el Secretario General de las Naciones Unidas. En esas reuniones, para las cuales dos tercios de los estados los partidos constituirán un quórum, las personas elegidas para el comité serán aquellas que obtengan el mayor número de votos y una mayoría absoluta de los votos de los representantes de los estados presentes y votando.
4. La elección inicial se celebrará a más tardar seis meses después de la fecha de la entrada en vigor de esta convención. En. 6. Si un miembro del comité muere o renuncia o por cualquier otra causa ya no puede cumplir con los deberes de su comité, la parte estatal que lo nominó designará a otro experto de entre sus nacionales para servir por el resto de su mandato, sujeto a la aprobación de la mayoría de los estados partidos. La aprobación se considerará a menos que la mitad o más de los estados los partidos respondan negativamente dentro de las seis semanas posteriores a haber sido informado por el Secretario General de las Naciones Unidas de la cita propuesta.
7. Los estados los partidos serán responsables de los gastos de los miembros del comité mientras estén en el desempeño de las tareas del comité.
Artículo 18
1. El comité elegirá a sus funcionarios por un período de dos años. Pueden ser reelegidos.
2. El Comité establecerá sus propias reglas de procedimiento, pero estas reglas proporcionarán, entre otras cosas, que:
(a) Seis miembros constituirán un quórum;
(b) Las decisiones del comité se tomarán mediante un voto mayoritario de los miembros presentes.
3. El Secretario General de las Naciones Unidas proporcionará el personal e instalaciones necesarios para el desempeño efectivo de las funciones del Comité en virtud de esta Convención.
4. El Secretario General de las Naciones Unidas convocará la reunión inicial del Comité. Después de su reunión inicial, el comité se reunirá en los momentos que se proporcionarán en sus reglas de procedimiento.
5. Los Estados Partes serán responsables de los gastos incurridos en relación con la celebración de las reuniones de los estados y del comité, incluido el reembolso a las Naciones Unidas por cualquier gasto, como el costo del personal y las instalaciones, incurrido por las Naciones Unidas de conformidad con al párrafo 3 de este artículo.
Artículo 19
1. Los Estados Partes se someterán al Comité, a través del Secretario General de las Naciones Unidas, informes sobre las medidas que han tomado para dar efecto a sus empresas bajo esta Convención, dentro de un año después de la entrada en vigor de la Convención para el Estado Fiesta preocupada. Posteriormente, los estados las partes presentarán informes complementarios cada cuatro años en cualquier nueva medida tomada y otros informes que el Comité pueda solicitar.

4. El Comité puede, a su discreción, decidir incluir cualquier comentario realizado por él de acuerdo con el párrafo 3 de este artículo, junto con las observaciones recibidas de la parte estatal en cuestión, en su informe anual realizado de acuerdo con el Artículo 24. Si así lo solicita la parte estatal en cuestión, el comité también puede incluir una copia del informe presentado bajo el párrafo I de este artículo.
Artículo 20
1. Si el comité recibe información confiable que parece contener indicaciones bien fundadas de que la tortura se está practicando sistemáticamente en el territorio de una parte estatal, el comité invitará a esa parte estatal a cooperar en el examen de la información y a esto. finalizar para enviar observaciones con respecto a la información en cuestión.
2. 3. Si se realiza una investigación de conformidad con el párrafo 2 de este artículo, el comité buscará la cooperación de la parte estatal interesada. De acuerdo con esa parte estatal, dicha investigación puede incluir una visita a su territorio.
4. Después de examinar los hallazgos de su miembro o miembros presentados de acuerdo con el párrafo 2 de este artículo, la Comisión transmitirá estos hallazgos a la parte estatal interesada con cualquier comentario o sugerencia que parezcan apropiadas en vista de la situación.
5. Artículo 21
1. Una parte estatal a esta convención puede declarar en cualquier momento bajo este artículo que reconoce la competencia del comité para recibir y considerar las comunicaciones en el sentido de que una parte estatal afirma que otra parte estatal no está cumpliendo con sus obligaciones en virtud de esta convención. Dichas comunicaciones pueden ser recibidas y consideradas de acuerdo con los procedimientos establecidos en este artículo solo si lo presenta una parte estatal que ha hecho una declaración reconociendo con respecto a sí misma la competencia del comité. El Comité no se aborda la comunicación en virtud de este artículo si se trata de una parte estatal que no ha hecho dicha declaración. Las comunicaciones recibidas bajo este artículo se tratarán de acuerdo con el siguiente procedimiento;
(a) Si una parte estatal considera que otra parte estatal no está dando efecto a las disposiciones de esta convención, puede, por comunicación escrita, llamar la atención de esa parte estatal. Dentro de los tres meses posteriores a la recepción de la comunicación, el estado receptor deberá proporcionar al estado que le envió a la comunicación una explicación o cualquier otra declaración por escrito que aclare el asunto, que debe incluir, en la medida posible y pertinente, referencia a los procedimientos y recursos nacionales tomados , pendiente o disponible en el asunto;

Dichas declaraciones serán depositadas por los Estados Partes con el Secretario General de las Naciones Unidas, que transmitirán copias de los mismos a los otros estados. Una declaración puede retirarse en cualquier momento mediante notificación al Secretario General. Dicha retirada no perjudicará la consideración de ningún asunto que sea objeto de una comunicación ya transmitida bajo este artículo; No se recibirá más comunicación por parte de ninguna parte estatal en virtud de este artículo después de que el Secretario General haya recibido la notificación de retiro de la Declaración, a menos que la parte estatal en cuestión haya hecho una nueva declaración.
Artículo 22
1. Una parte estatal a esta convención puede declarar en cualquier momento bajo este artículo que reconoce la competencia del comité para recibir y considerar las comunicaciones de o en nombre de las personas sujetas a su jurisdicción que afirman ser víctimas de una violación por parte de una parte estatal de las disposiciones de la convención. El comité no recibirá comunicación si se trata de una parte estatal que no ha hecho dicha declaración.
2. El Comité considerará inadmisible cualquier comunicación en virtud de este artículo que sea anónimo o que considere un abuso del derecho de presentación de tales comunicaciones o que sea incompatible con las disposiciones de esta Convención.
3. Sujeto a las disposiciones del párrafo 2, el Comité traerá cualquier comunicación presentada bajo este artículo a la atención de la parte estatal a esta Convención que ha hecho una declaración bajo el Párrafo I y se alega que está violando cualquier disposición de la Convención. Dentro de seis meses, el estado receptor se someterá al comité explicaciones o declaraciones por escrito que aclaren el asunto y el remedio, si lo hubiera, que pueda haber sido tomado por ese estado.
4. El Comité considerará las comunicaciones recibidas bajo este artículo a la luz de toda la información que se ponga a disposición de él o en nombre del individuo y por el Estado Parte interesado. 5. El Comité no considerará ninguna comunicación de un individuo en virtud de este artículo a menos que haya determinado que:
(a) el mismo asunto no ha sido, y no se ha examinado bajo otro procedimiento de investigación o liquidación internacional;

6. El comité celebrará reuniones cerradas al examinar las comunicaciones en virtud de este artículo.

8. Las disposiciones de este artículo entrarán en vigor cuando cinco estados partidos de esta convención hayan hecho declaraciones bajo el párrafo 1 de este artículo. Dichas declaraciones serán depositadas por los Estados Partes con el Secretario General de las Naciones Unidas, que transmitirán copias de los mismos a los otros estados. Una declaración puede retirarse en cualquier momento mediante notificación al Secretario General. Artículo 23
Los miembros del comité y de las comisiones de conciliación ad hoc que pueden designarse bajo el Artículo 21, el párrafo I (e), tendrán derecho a las instalaciones, privilegios e inmunidades de expertos en misión para las Naciones Unidas, tal como se establece en las relevantes secciones de la Convención sobre los privilegios e inmunidades de las Naciones Unidas.
Artículo 24
El Comité presentará un informe anual sobre sus actividades en virtud de esta Convención a los Estados Partes y a la Asamblea General de las Naciones Unidas.

Artículo 25
1. Esta convención está abierta para la firma de todos los estados. 2. Esta convención está sujeta a ratificación. Los instrumentos de ratificación se depositarán con el Secretario General de las Naciones Unidas.
Artículo 26
Esta convención está abierta a la adhesión de todos los estados. La adhesión se efectuará mediante el depósito de un instrumento de adhesión con el Secretario General de las Naciones Unidas.
Artículo 27
1. Esta convención entrará en vigor el trigésimo día después de la fecha del depósito con el Secretario General de las Naciones Unidas del Vigésimo Instrumento de Ratificación o Accesión.
2. Para cada estado que ratifica esta convención o que le accede después del depósito del vigésimo instrumento de ratificación o adhesión, la Convención entrará en vigor el trigésimo día después de la fecha del depósito de su propio instrumento de ratificación o acceso.
Artículo 28
1. Cada estado puede, en el momento de la firma o ratificación de esta convención o acceso al mismo, declarar que no reconoce la competencia del comité previsto en el Artículo 20.
2. Cualquier parte estatal que haya hecho una reserva de acuerdo con el párrafo I de este artículo puede, en cualquier momento, retirar esta reserva mediante notificación al Secretario General de las Naciones Unidas.
Artículo 29
1 . Cualquier parte estatal de esta Convención puede proponer una enmienda y presentarla ante el Secretario General de las Naciones Unidas. El Secretario General comunicará la enmienda propuesta a los Partidos de los Estados con una solicitud de notificarle si favorecen una conferencia de Estados Partes con el propósito de considerar una votación de la propuesta. En el caso de que dentro de los cuatro meses a partir de la fecha de dicha comunicación, al menos un tercio de los estados, los partidos favorecen dicha conferencia, el Secretario General convocará la conferencia bajo los auspicios de las Naciones Unidas. Cualquier enmienda adoptada por la mayoría de los estados Partidos presentes y votando en la Conferencia será presentada por el Secretario General a todos los estados para su aceptación.
2. Una enmienda adoptada de acuerdo con el párrafo I de este artículo entrará en vigor cuando dos tercios de los estados partidos de esta convención han notificado al Secretario General de las Naciones Unidas que lo han aceptado de acuerdo con sus respectivos procesos constitucionales.
3. Cuando las enmiendas entran en vigor, serán vinculantes para aquellos estados que los han aceptado, otros estados aún están obligados por las disposiciones de esta convención y cualquier enmienda anterior que hayan aceptado.
Artículo 30
1. Cualquier disputa entre dos o más estados para las partes relacionadas con la interpretación o solicitud de esta convención que no puede resolverse a través de la negociación deberá, a solicitud de uno de ellos, se presentará al arbitraje. Si dentro de los seis meses posteriores a la fecha de la solicitud de arbitraje, las partes no pueden acordar la organización del arbitraje, cualquiera de esas partes puede remitir la disputa al Tribunal Internacional de Justicia a pedido de conformidad con el estatuto del tribunal.
2. Cada estado puede, en el momento de la firma o ratificación de esta convención o adhesión al mismo, declarar que no se considera sujeto al párrafo I de este artículo. Los otros estados no estarán obligados por el párrafo I de este artículo con respecto a cualquier parte estatal que haya hecho dicha reserva.
3. Cualquier parte estatal que haya hecho una reserva de acuerdo con el párrafo 2 de este artículo puede retirar en cualquier momento esta reserva mediante notificación al Secretario General de las Naciones Unidas.
Artículo 31
1. Un partido estatal puede denunciar esta convención mediante notificación por escrito al Secretario General de las Naciones Unidas. La denuncia entra en vigencia un año después de la fecha de recepción de la notificación del Secretario General .
2. Dicha denuncia no tendrá el efecto de liberar a la parte estatal de sus obligaciones en virtud de esta convención con respecto a cualquier acto u omisión que ocurra antes de la fecha en que la denuncia entre en vigencia, ni denunciar prejuicio de ninguna manera la consideración continua de Cualquier asunto que ya esté en consideración por el comité antes de la fecha en que la denuncia en vigencia.
3. Después de la fecha en que la denuncia de una parte estatal entre en vigencia, el comité no comenzará a considerar ningún asunto nuevo con respecto a ese estado.
Artículo 32
El Secretario General de las Naciones Unidas informará a todos los miembros de los Estados de las Naciones Unidas y a todos los estados que hayan firmado esta Convención o le hayan accedido a lo siguiente:
(a) firmas, ratificaciones y accesiones bajo los artículos 25 y 26;
(b) la fecha de entrada en vigor de esta Convención en virtud del Artículo 27 y la fecha de la entrada en vigor de cualquier enmienda bajo el Artículo 29;
Artículo 33
1. Esta convención, de la cual los textos árabe, chino, inglés, francés, ruso y español son igualmente auténticos, se depositará con el Secretario General de las Naciones Unidas.
2. El Secretario General de las Naciones Unidas transmitirá copias certificadas de esta Convención a todos los Estados Unidos.

Agregue o elimine el audio en su presentación de PowerPoint
Puede agregar audio, como música, narración o bocados de sonido, a su presentación de PowerPoint. Para grabar y escuchar cualquier audio, su computadora debe estar equipada con una tarjeta de sonido, un micrófono y altavoces.
Agregar audio desde su PC
- Seleccionar Insertar >Audio.

Cambiar opciones de reproducción

- En Normal Ver, seleccione la diapositiva que desee y haga clic en Insertar >Audio.
- Hacer clic Navegador de audio para insertar audio de iTunes, o Audio desde el archivo Para insertar un clip de audio en su computadora.
- Seleccione el clip de audio. Sobre el Formato de audio pestaña, seleccione las opciones de audio que desee.
- (Opcional) Si desea cambiar o modificar el icono de archivo de audio estándar, use los botones de formato de imagen en el Formato de audio pestaña para agregar un marco, borde u otro efecto de formato al icono de audio.

Ocultar el icono de audio
- Haga clic en el icono de Audio Clip.
- En la cinta de powerpoint, en el Reproducción pestaña, seleccione el Esconderse durante el espectáculo casilla de verificación. Use esta opción solo si configura el clip de audio en reproducirse automáticamente. Tenga en cuenta que el icono de audio siempre es visible a menos que lo arrastre fuera de la diapositiva.
